關于鞏固經濟持續向好態勢推動高質量發展的若干政策措施
為(wei)促進全省經濟(ji)運行持(chi)續(xu)向好、動力活力持(chi)續(xu)增強、社會預期持(chi)續(xu)改(gai)善、風(feng)險隱患持(chi)續(xu)化解、民(min)生福祉持(chi)續(xu)增進、社會大局(ju)持(chi)續(xu)穩定(ding),推動經濟(ji)實(shi)現質的有效提升和量的合理增長,結合實(shi)際,提出(chu)如下(xia)措施。
一、強化財稅金融政(zheng)策供(gong)給,有效推(tui)進企業減負增效
1.落(luo)實(shi)“六稅(shui)(shui)兩費(fei)(fei)”稅(shui)(shui)費(fei)(fei)支持政策。對增(zeng)值稅(shui)(shui)小規模(mo)納稅(shui)(shui)人、小型微(wei)利企業和(he)個體工商戶減半征收資(zi)源(yuan)(yuan)稅(shui)(shui)(不含水資(zi)源(yuan)(yuan)稅(shui)(shui))、城(cheng)市維護建設(she)稅(shui)(shui)、房產稅(shui)(shui)、城(cheng)鎮(zhen)土地(di)使用(yong)稅(shui)(shui)、印花稅(shui)(shui)(不含證券交易印花稅(shui)(shui))、耕地(di)占用(yong)稅(shui)(shui)和(he)教育費(fei)(fei)附加(jia)、地(di)方教育附加(jia),執行期(qi)限延續至(zhi)2027年12月31日。(省稅(shui)(shui)務(wu)局、省財政廳和(he)各市州政府、蘭(lan)州新區管委(wei)會負(fu)責。以(yi)下任務(wu)均需各市州政府、蘭(lan)州新區管委(wei)會負(fu)責落(luo)實(shi),不再(zai)一(yi)一(yi)列出)
2.落實增值稅所得稅減免等政策措施。對月銷售額10萬元以下(含本數)的增值稅小規模納稅人,免征增值稅;增值稅小規模納稅人適用3%征收率的應稅銷售收入,減按1%征收率征收增值稅;適用3%預征率的預繳增值稅項目,減按1%預征率預繳增值稅。對小型微利企業減按25%計算應納稅所得額,按20%的稅率繳納企業所得稅,政策執行期限至2027年12月31日。對個體工商戶應納稅所得額不超過200萬元的部分,減半征收個人所得稅,政策執行期限至2027年12月31日。(省稅務局、省財政廳負責)
3.落實(shi)支(zhi)持科技創(chuang)新政策(ce)措施(shi)。對(dui)符合(he)條(tiao)件的(de)(de)企業(ye),開(kai)展研(yan)(yan)發活(huo)動中實(shi)際發生(sheng)的(de)(de)研(yan)(yan)發費用(yong),未形成(cheng)無形資(zi)產(chan)計(ji)入當(dang)期損益的(de)(de),在按(an)規定據實(shi)扣除的(de)(de)基(ji)礎上(shang),再(zai)按(an)照(zhao)實(shi)際發生(sheng)額的(de)(de)規定比例在稅前加(jia)計(ji)扣除;形成(cheng)無形資(zi)產(chan)的(de)(de),按(an)照(zhao)無形資(zi)產(chan)成(cheng)本的(de)(de)規定比例在稅前攤銷。(省(sheng)稅務局、省(sheng)財政廳負責)
4.落實支持先進制造業(ye)(ye)發展(zhan)政策(ce)措施(shi)。繼續實施(shi)制造業(ye)(ye)中長(chang)期(qi)(qi)(qi)貸款(kuan)階段(duan)性貼(tie)息政策(ce),對2023年(nian)(nian)7月1日至(zhi)2024年(nian)(nian)6月底放款(kuan)的(de)貼(tie)息清單項(xiang)目(mu),按貸款(kuan)額(e)的(de)2%進行(xing)貼(tie)息,每個項(xiang)目(mu)一年(nian)(nian)內貼(tie)息最(zui)高不超(chao)過100萬元。允許符合條件的(de)先進制造業(ye)(ye)企業(ye)(ye)按照(zhao)當期(qi)(qi)(qi)可抵扣(kou)進項(xiang)稅(shui)額(e)加(jia)計5%抵減(jian)應納增值稅(shui)稅(shui)額(e),政策(ce)執行(xing)期(qi)(qi)(qi)限至(zhi)2027年(nian)(nian)12月31日。(省發展(zhan)改(gai)革委、省工信廳、省財(cai)政廳、省稅(shui)務局(ju)負責)
5.落實金融機(ji)構(gou)不良債(zhai)權以物抵(di)債(zhai)稅收(shou)支持(chi)政(zheng)策。銀行業金融機(ji)構(gou)、金融資(zi)產管理(li)公司接(jie)收(shou)、持(chi)有(you)和處置(zhi)符合條件的抵(di)債(zhai)不動產、抵(di)債(zhai)資(zi)產,可按照相關規定享受稅費優惠政(zheng)策,執行期限延續至2027年(nian)12月31日。(省稅務局、省財政(zheng)廳、人民銀行甘(gan)肅(su)省分行、國家金融監督管理(li)總局甘(gan)肅(su)監管局負責)
6.強(qiang)化政府(fu)性融資(zi)擔(dan)(dan)保(bao)(bao)。加強(qiang)政府(fu)性融資(zi)擔(dan)(dan)保(bao)(bao)機(ji)構(gou)與銀(yin)行(xing)合作(zuo),推動“見貸即擔(dan)(dan)”“見擔(dan)(dan)即貸”政策落實(shi),逐步完善銀(yin)擔(dan)(dan)代償分擔(dan)(dan)機(ji)制。擴(kuo)大政府(fu)性融資(zi)擔(dan)(dan)保(bao)(bao)減(jian)費讓利覆蓋面,省(sheng)農擔(dan)(dan)公(gong)司對新增“三農”業(ye)務實(shi)施0.5%及以下擔(dan)(dan)保(bao)(bao)費率;省(sheng)金控融資(zi)擔(dan)(dan)保(bao)(bao)集團對中小微企業(ye)和(he)個(ge)體工商(shang)戶減(jian)半(ban)收取再擔(dan)(dan)保(bao)(bao)費。(省(sheng)委金融辦負責(ze))
7.擴大直接融資規模(mo)(mo)。啟(qi)動(dong)企(qi)(qi)業(ye)(ye)掛牌(pai)(pai)上(shang)市“玉如意計劃”,建立省級重點掛牌(pai)(pai)上(shang)市后備企(qi)(qi)業(ye)(ye)資源庫,協調滬(hu)深證(zheng)券交易(yi)所建立甘肅(su)服務(wu)基(ji)地(di),支持(chi)符(fu)合條件(jian)的企(qi)(qi)業(ye)(ye)掛牌(pai)(pai)上(shang)市。出臺促(cu)進私(si)募股權投(tou)資基(ji)金(jin)高質量發展(zhan)若(ruo)干措(cuo)施。舉辦(ban)發債企(qi)(qi)業(ye)(ye)與機構投(tou)資者對接會,組織銀行、保險、信托(tuo)、基(ji)金(jin)等機構投(tou)資者參與,擴大企(qi)(qi)業(ye)(ye)債券投(tou)資規模(mo)(mo)。(省委(wei)金(jin)融辦(ban)、人民(min)銀行甘肅(su)省分行、國家金(jin)融監(jian)(jian)督管理總局甘肅(su)監(jian)(jian)管局、甘肅(su)證(zheng)監(jian)(jian)局負責)
二、強科技強工業(ye)雙輪(lun)驅動(dong),加快(kuai)產業(ye)轉型(xing)升級步伐
8.加強科(ke)(ke)技(ji)型企(qi)業(ye)培(pei)育。實施高(gao)技(ji)術、高(gao)成長(chang)(chang)性、高(gao)附加值企(qi)業(ye)培(pei)育壯大三年(nian)(nian)行動,力(li)爭2024年(nian)(nian)培(pei)育首批(pi)“三高(gao)”企(qi)業(ye)240家(jia),高(gao)新技(ji)術企(qi)業(ye)達(da)(da)到2400家(jia)、省(sheng)級科(ke)(ke)技(ji)創新型企(qi)業(ye)達(da)(da)到1600家(jia)、科(ke)(ke)技(ji)型中小企(qi)業(ye)評價(jia)入庫(ku)4100家(jia)。發(fa)揮省(sheng)屬(shu)(shu)企(qi)業(ye)科(ke)(ke)技(ji)創新帶(dai)動作用(yong),2024年(nian)(nian)省(sheng)屬(shu)(shu)工業(ye)企(qi)業(ye)研發(fa)經費(fei)投(tou)入增(zeng)長(chang)(chang)10%,研發(fa)投(tou)入強度達(da)(da)到2.85%以上。(省(sheng)科(ke)(ke)技(ji)廳(ting)、省(sheng)政府國資委(wei)、省(sheng)發(fa)展改革委(wei)負責)
9.強化(hua)創新(xin)人(ren)(ren)才(cai)支(zhi)持。優化(hua)科(ke)技領軍(jun)人(ren)(ren)才(cai)發現(xian)機(ji)制和項目團隊遴選(xuan)(xuan)機(ji)制,對(dui)于(yu)進入國家級人(ren)(ren)才(cai)范疇的高端人(ren)(ren)才(cai),一(yi)次性給予每(mei)人(ren)(ren)不(bu)低于(yu)200萬(wan)元的省(sheng)(sheng)級科(ke)技計劃項目支(zhi)持。實施隴原青(qing)年(nian)(nian)英(ying)才(cai)計劃,選(xuan)(xuan)拔(ba)400名左右創新(xin)能(neng)力強、實際(ji)貢獻大、發展潛力好(hao)的青(qing)年(nian)(nian)人(ren)(ren)才(cai),進行為期3年(nian)(nian)的重(zhong)點培養(yang)。聚焦重(zhong)點產(chan)業鏈和產(chan)業集群(qun),完善校(xiao)企聯合育人(ren)(ren)機(ji)制,探(tan)索在省(sheng)(sheng)屬高校(xiao)建(jian)設現(xian)代(dai)產(chan)業學院、未來技術(shu)(shu)學院、高等研究院,培養(yang)優秀工程技術(shu)(shu)人(ren)(ren)才(cai),每(mei)年(nian)(nian)評選(xuan)(xuan)“甘肅(su)省(sheng)(sheng)技術(shu)(shu)能(neng)手”100名以上,為產(chan)業轉型升級提供人(ren)(ren)才(cai)保障。(省(sheng)(sheng)科(ke)技廳、省(sheng)(sheng)教育廳、省(sheng)(sheng)人(ren)(ren)社廳負責)
10.大力(li)發展新興產(chan)(chan)(chan)業(ye)。完善壯大新能源(yuan)裝(zhuang)備制造(zao)全產(chan)(chan)(chan)業(ye)鏈(lian),高(gao)標準建設一(yi)批(pi)低(di)碳(tan)零(ling)碳(tan)產(chan)(chan)(chan)業(ye)園(yuan)區(qu),推進源(yuan)網荷儲(chu)一(yi)體化項目試點,2024年全產(chan)(chan)(chan)業(ye)鏈(lian)產(chan)(chan)(chan)值增長15%以上。聚力(li)打造(zao)新材料產(chan)(chan)(chan)業(ye)集(ji)群,2024年新材料產(chan)(chan)(chan)業(ye)產(chan)(chan)(chan)值達到1200億元(yuan)(yuan)以上、增長18%以上。推動生物(wu)醫藥產(chan)(chan)(chan)業(ye)基地建設,2024年生物(wu)制藥全產(chan)(chan)(chan)業(ye)鏈(lian)產(chan)(chan)(chan)值達到176億元(yuan)(yuan)、增長10%以上。(省(sheng)(sheng)發展改革委、省(sheng)(sheng)能源(yuan)局(ju)、省(sheng)(sheng)工信廳、省(sheng)(sheng)政府國資委負責)
11.加快(kuai)發(fa)展數(shu)(shu)字(zi)經(jing)(jing)濟。支持(chi)全國(guo)一體化算(suan)力(li)網絡(luo)國(guo)家樞(shu)紐節點(甘肅(su))慶陽(yang)數(shu)(shu)據中心(xin)集群提高綠電使用比(bi)例,加大算(suan)力(li)企(qi)業、核(he)心(xin)產業招引力(li)度(du),做大數(shu)(shu)字(zi)經(jing)(jing)濟規模(mo)。積極(ji)培育數(shu)(shu)據要素市(shi)場(chang),謀劃建設數(shu)(shu)據交(jiao)易機(ji)構,促進數(shu)(shu)據資(zi)源開發(fa)利用。持(chi)續開展“上云用數(shu)(shu)賦智(zhi)(zhi)”行動,提升產業鏈數(shu)(shu)字(zi)化水平。大力(li)實施智(zhi)(zhi)能制造工(gong)(gong)程,2024年新增智(zhi)(zhi)能工(gong)(gong)廠、數(shu)(shu)字(zi)化車間(jian)30個以上,新建5G基站1.1萬(wan)個,大型工(gong)(gong)業企(qi)業5G滲透率(lv)達(da)到45%。〔省發(fa)展改革委(wei)、省能源局(ju)(ju)、省政(zheng)府辦公廳(ting)(省數(shu)(shu)據局(ju)(ju))、省工(gong)(gong)信(xin)廳(ting)、省通信(xin)管理(li)局(ju)(ju)負責(ze)〕
12.改(gai)造(zao)(zao)提升傳(chuan)統產(chan)業(ye)。加(jia)(jia)(jia)快推進“減油增(zeng)化(hua)增(zeng)特”,推動(dong)西固、玉門、西峰等(deng)(deng)重點化(hua)工園區(qu)差異化(hua)、精品(pin)化(hua)發(fa)(fa)展(zhan),2024年(nian)石油化(hua)工產(chan)業(ye)完成產(chan)值2400億(yi)元、增(zeng)長(chang)6.7%以上。加(jia)(jia)(jia)快冶(ye)金(jin)有色(se)產(chan)業(ye)發(fa)(fa)展(zhan),做優鎳鈷、精品(pin)銅(tong)鋁加(jia)(jia)(jia)工等(deng)(deng)千(qian)億(yi)級產(chan)業(ye)鏈,做精稀貴(gui)金(jin)屬等(deng)(deng)特色(se)產(chan)業(ye)鏈,2024年(nian)全產(chan)業(ye)鏈產(chan)值達(da)到3500億(yi)元、增(zeng)長(chang)4.5%以上。加(jia)(jia)(jia)快裝備(bei)制造(zao)(zao)產(chan)業(ye)轉型升級,發(fa)(fa)展(zhan)壯大(da)數控(kong)機(ji)床等(deng)(deng)工業(ye)母機(ji),2024年(nian)全產(chan)業(ye)鏈產(chan)值達(da)到850億(yi)元、增(zeng)長(chang)15%以上。(省(sheng)工信廳、省(sheng)政府(fu)國資委(wei)、省(sheng)發(fa)(fa)展(zhan)改(gai)革委(wei)負責)
13.加大(da)(da)工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)投資(zi)(zi)(zi)力度(du)。深入推進(jin)新型工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)化,抓好建鏈、延鏈、補鏈、強鏈項(xiang)(xiang)目(mu)實施。研(yan)究設立制造(zao)業(ye)(ye)(ye)高質(zhi)量發展(zhan)專(zhuan)項(xiang)(xiang)資(zi)(zi)(zi)金,大(da)(da)力支持工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)項(xiang)(xiang)目(mu)實施。開(kai)展(zhan)承接產業(ye)(ye)(ye)轉移走進(jin)甘肅專(zhuan)題活動,爭取(qu)國(guo)內工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)頭部(bu)企業(ye)(ye)(ye)布局落地更多產業(ye)(ye)(ye)項(xiang)(xiang)目(mu)。2024年工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)固定資(zi)(zi)(zi)產投資(zi)(zi)(zi)增長12%,工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)領域(yu)招(zhao)商引資(zi)(zi)(zi)到(dao)位資(zi)(zi)(zi)金達到(dao)3600億元以上。(省(sheng)(sheng)工(gong)(gong)(gong)(gong)信廳(ting)、省(sheng)(sheng)政府(fu)國(guo)資(zi)(zi)(zi)委、省(sheng)(sheng)財政廳(ting)、省(sheng)(sheng)發展(zhan)改革委負責)
三、學習運用“千(qian)萬(wan)工(gong)程”經驗,有力推(tui)進鄉村(cun)全面振(zhen)興
14.鞏(gong)固拓展(zhan)脫貧攻堅成(cheng)果。落實落細“一(yi)鍵報貧”機制。精(jing)準開展(zhan)產業幫扶(fu)(fu),帶動脫貧戶穩定在140萬戶以上(shang)。持續(xu)開展(zhan)脫貧人口(kou)增收三年(nian)行動。壓茬(cha)推進易地扶(fu)(fu)貧搬(ban)遷后(hou)續(xu)扶(fu)(fu)持,易地搬(ban)遷至(zhi)城(cheng)(cheng)鎮后(hou)因(yin)人口(kou)增長出現住房困難的家庭(ting),符(fu)合條件(jian)的統籌(chou)納入城(cheng)(cheng)鎮住房保障范圍。研究推動防止(zhi)返貧幫扶(fu)(fu)政策和(he)農村低(di)收入人口(kou)常態化(hua)幫扶(fu)(fu)政策銜接并軌。(省(sheng)農業農村廳(ting)、省(sheng)發展(zhan)改革(ge)委(wei)、省(sheng)住建廳(ting)負責(ze))
15.穩步提(ti)高(gao)糧(liang)食生(sheng)產能力。全(quan)力推(tui)進(jin)優質(zhi)糧(liang)食工程(cheng)和(he)新一輪(lun)糧(liang)食產能提(ti)升(sheng)行動,糧(liang)食播種面積穩定在4000萬(wan)畝以(yi)上,糧(liang)食總產量穩定在1200萬(wan)噸(dun)以(yi)上。持續抓好高(gao)標準農田(tian)建設,開展(zhan)(zhan)鹽堿耕(geng)地治理試點。加快推(tui)進(jin)種業(ye)振(zhen)興,支持玉米種質(zhi)資(zi)源創新與育繁(fan)推(tui)一體化企業(ye)創新聯合體開展(zhan)(zhan)技術攻關,到2025年選(xuan)育突破性玉米新品種20—30個。(省農業(ye)農村廳、省發(fa)展(zhan)(zhan)改革委、省科技廳負責)
16.促進(jin)特(te)色產(chan)業(ye)(ye)提質增(zeng)效。保持財(cai)(cai)政(zheng)銜接推進(jin)鄉村振興補助資金用于(yu)(yu)產(chan)業(ye)(ye)發展(zhan)的比重(zhong)穩定在60%以上(shang)(shang)。加(jia)(jia)快發展(zhan)“牛羊菜(cai)果薯(shu)藥”六大(da)特(te)色產(chan)業(ye)(ye),2024年(nian)建(jian)設百萬(wan)(wan)(wan)頭肉牛產(chan)業(ye)(ye)帶3個(ge),新(xin)建(jian)或改造提升年(nian)出(chu)欄5萬(wan)(wan)(wan)只(zhi)以上(shang)(shang)的規模化肉羊養殖基(ji)(ji)地(di)(di)20個(ge),新(xin)建(jian)蔬菜(cai)綠(lv)(lv)色標(biao)準化生產(chan)基(ji)(ji)地(di)(di)11個(ge),創建(jian)60畝以上(shang)(shang)蘋(pin)果示范園60個(ge),新(xin)增(zeng)馬鈴(ling)薯(shu)優質原原種1億粒以上(shang)(shang),新(xin)建(jian)當歸、黨(dang)參、黃芪(qi)等綠(lv)(lv)色標(biao)準化藥源基(ji)(ji)地(di)(di)70萬(wan)(wan)(wan)畝。到(dao)2025年(nian)實現“1024”目標(biao),即(ji)打造10個(ge)百億元(yuan)產(chan)業(ye)(ye)大(da)縣(xian),果、薯(shu)2個(ge)五百億元(yuan)左右和牛、羊、藥、菜(cai)4個(ge)千億元(yuan)產(chan)業(ye)(ye),全(quan)省六大(da)產(chan)業(ye)(ye)全(quan)產(chan)業(ye)(ye)鏈產(chan)值達到(dao)5300億元(yuan)以上(shang)(shang)。實施預(yu)制菜(cai)產(chan)業(ye)(ye)發展(zhan)“雙十雙百”工(gong)(gong)(gong)程,即(ji)到(dao)2025年(nian)培育(yu)10個(ge)預(yu)制菜(cai)加(jia)(jia)工(gong)(gong)(gong)園區、10個(ge)預(yu)制菜(cai)品牌,100個(ge)預(yu)制菜(cai)骨(gu)干企業(ye)(ye)、100個(ge)預(yu)制菜(cai)優質產(chan)品。2024年(nian)培育(yu)營(ying)業(ye)(ye)收入高于(yu)(yu)1000萬(wan)(wan)(wan)元(yuan)的農(nong)產(chan)品加(jia)(jia)工(gong)(gong)(gong)企業(ye)(ye)100家、新(xin)增(zeng)營(ying)業(ye)(ye)收入高于(yu)(yu)2000萬(wan)(wan)(wan)元(yuan)的轉規農(nong)產(chan)品加(jia)(jia)工(gong)(gong)(gong)企業(ye)(ye)50家,農(nong)產(chan)品加(jia)(jia)工(gong)(gong)(gong)轉化率(lv)達到(dao)63%以上(shang)(shang)。(省農(nong)業(ye)(ye)農(nong)村廳、省財(cai)(cai)政(zheng)廳、省中醫藥管理局負責(ze))
17.持續放大(da)“甘味(wei)(wei)(wei)”品(pin)(pin)(pin)牌(pai)效應。強化以“甘味(wei)(wei)(wei)”品(pin)(pin)(pin)牌(pai)為主的國家(jia)級、省(sheng)級地(di)(di)理標(biao)(biao)志產(chan)品(pin)(pin)(pin)保護(hu)示范區建設,扎實推進農(nong)產(chan)品(pin)(pin)(pin)“三品(pin)(pin)(pin)一標(biao)(biao)”四大(da)行(xing)動,2024年力爭綠色、有機(ji)和(he)地(di)(di)理標(biao)(biao)志農(nong)產(chan)品(pin)(pin)(pin)總量達(da)到2400個(ge)(ge)以上。運營好(hao)省(sheng)外“甘味(wei)(wei)(wei)”特色農(nong)產(chan)品(pin)(pin)(pin)展示展銷中(zhong)心和(he)電(dian)商體驗館(guan),在杭州、海口等省(sheng)會城(cheng)市新(xin)設展銷中(zhong)心8個(ge)(ge)以上。制(zhi)定“甘味(wei)(wei)(wei)”農(nong)產(chan)品(pin)(pin)(pin)品(pin)(pin)(pin)牌(pai)培(pei)育(yu)管(guan)理條例。2024年力爭新(xin)增(zeng)5個(ge)(ge)品(pin)(pin)(pin)牌(pai)入選農(nong)業(ye)(ye)農(nong)村(cun)部(bu)品(pin)(pin)(pin)牌(pai)精品(pin)(pin)(pin)培(pei)育(yu)計劃,“甘味(wei)(wei)(wei)”品(pin)(pin)(pin)牌(pai)企業(ye)(ye)銷售(shou)額達(da)到290億元以上。(省(sheng)農(nong)業(ye)(ye)農(nong)村(cun)廳(ting)、省(sheng)市場監管(guan)局、省(sheng)商務廳(ting)、省(sheng)司法廳(ting)負責)
